A. It is primarily due to the propagation characteristics of low frequency electromagnetic waves. You mentioned "sizeable" power in baseband. I'm not sure what your idea of high power & baseband signal frequency is. If it's say 1 MHz, think about how limited the range of an AM station is with thousands of watts. Bottom line, attenuation is very high due to the ground wave nature of low frquency wave propagation. On wires, you're only limited by the loss of the cable. In fibers, baseband is normally modulated on a light/laser source as opposed to propagated directly. Does that help at all?
